The "Harley Quinn" comedic, animated TV series spin-off “Kiteman"| aka “Noonan’s”, named after a bar, following the adventures of dim-witted criminal ‘Chuck Brown’ (Matt Berg) is currently in production for exclusive streaming on HBO Max:

Created by Bill Finger and Dick Sprang for “Batman” #133 (1960)) , ‘Chuck Brown’ is a dumb guy who arms himself with kite weapons to commit acts of evil. 

He also uses an array of specialty kites to thwart his enemies and commit crimes.
