The series is developed by Bruno Heller, based on characters appearing in and published by DC Comics in their "Batman" franchise, primarily those of 'James Gordon' and 'Bruce Wayne'.
That idea has evolved...
...to tell the origin stories of several Batman villains including 'Penguin', 'Riddler', 'Catwoman'...
...'Joker', 'Poison Ivy', 'Scarecrow', 'Hugo Strange', 'Two-Face' and 'Mr. Freeze'.
New Season Two characters include Michael Chiklis ("The Shield") as 'Captain Barnes' and Chris Chalk ("12 Years a Slave") as 'Lucius Fox', James Frain ("True Blood") as 'Theo Galvan' and Jessica Lucas ("Gracepoint") as 'Tabitha Galvan'.
