...specifically 'Detective James Gordon' and young 'Bruce Wayne'.
As originally conceived the series follows Gordon's early days on the 'Gotham City Police' force.
Origin stories of Batman villains will include 'Catwoman'...
...'Riddler', 'Two-Face', 'Joker', 'Penguin' and 'Poison Ivy'.
